Hayter Reed memorandum on the future management of First Nations, 1885

This reprinted memorandum records Reed's proposed measures after the 1885 Resistance, including restrictions on leaving reserves, leadership, annuities and livelihoods. Dewdney's annotations appear alongside the proposals, showing the administrative dialogue.
